Most likely this issue that is in 4.9:

Add-ons not displayed

Try putting add-ons under “My Commands/Python 2” folder instead of just “My Commands”. I think there’s some groundwork done already for python 3 and even though it’s still not included in 4.9 the work has affected add-on location and you need this “Python 2” folder to specify that the add-ons are using python 2 APIs. -k

I edited this thread’s OP to mention that for new version’s add-on folder should be “My Commands\Python 2”.
