Can anyone explain how the Works Process MultiPickTaskList is supposed to function? I have not been able to find any info on it in the VC help, VC forum or on the VC youtube channel.

No. Nobody responded with a solution.
This reference guide might have some info, but the ShareFile link seems to be broken. You could ask the topic author to update the link.
I added new ShareFile link now, which has expiration policy of never. For MultiPickTaskList, it has been a long time but I believe the property is meant for picking small parts very close to one another. But just inspect the scripts to see if you find a solution. Works library is deprecated.
If you cannot make sense of it and have some need or requirement, consider making your own Task or logic to the controller. The Works tutorials are no more on VC Academy, but you could see if this video helps if you choose to make new custom task.
