I think there no such support that you could propagate some kind of “pull production” orders. The product need and feed system manages single products, and with the logic that a product must first exist and then the system figures out where it can go.
The product need and feed system is possible to use directly from API, though so I think it would be possible to force specific matches using filters, or react to product needs by creating new products that match those needs etc. The extended product filter functionality in VC 4.7 also opens up possibilities to get a set of specific products even without scripting.
