Is it available as a paid upgrade from 4.4 version, or as a free update?

The version upgrades are included in the software maintenance.
If your company has an active maintenance agreement, you can request to upgrade your license from 4.4 to 4.5 without additional cost through the following link: Upgrade license - Visual Components
