I think its a kind of runtime license, which ist able to load a Model including connections from connectivity tab and run simulation with full VC-framework by cheaper price.
Stuff like this is mostly used for huge and long running simulation experiments or to visualize motions of connected (external) controller movements in simulation environment…

Sounds like it’s meant to serve users similar to those who already have MES?

The VC Digital Twin version has only Connectivity tab available, and you cannot edit any models. It is used for visualization purposes and for connecting to external control systems to perform virtual commissioning or similar digital twin -related tasks.
