When I installed Blender from the link at the start of this thread, the link directed me to the windows store and it installed the software in the windowsApps folder in Program Files. This folder is hidden and needs higher permission to allow VC to access it.
I then downloaded the Blender installation file directly from Blender at Download — blender.org and it allowed me to select its own installation location. This worked perfectly with no issues.
