AMR waiting unneccessarily because of other AMR

I am 1 using AMR with mission controller and making it wait at certain process node, to create traffic jam for other AMR(which is not controlled by mission controller) both AMR have individual transport controller.
In video the 1st AMR is dummy AMR controlled by mission controller and instructed to wait. It works fine but when the other AMR comes from behind, it too waits even after the 1st AMR is not there blocking pathway for 2nd AMR.
I have made AMR wait for 2 time in mission controller, for first wait step in mission controller everything works fine but for 2nd step this scenario happens.
