VC 4.2.2.: Is InitVcLic.exe legitimate file

I am trying to install VC 4.2.2, but my antivirus detects InitVcLic.exe as malware and removes it. I receive this warning from my antivirus:
ML/PE-A detected at C:\Users\agajan\AppData\Local\Temp_ir_sf_temp_0\InitVcLic.exe

Is this file legitimate? Can any official resources confirm this?
