When I create a new component in modeling, can I “inherit” the properties, features, and behaviors from another component?

Straight out of the box it’s not possible. There is however a mechanic that makes components share features:
Components in the 3D world with the same VCID can share identical feature trees. […] this occurs when you copy and paste or clone a component.
I’m not sure that this is what you are after, but I hope this helps.
